Samsung syncmaster 173v monitor screen and power led blinking

Hi, I'm danx I have question about my Samsung MONITOR synchromaster 173v
(Main board: model;GY17CS).
My problem is; when I plug the VGA cable the screen go blink and the power light start blinking. I check power supply is fine, I changed other VGA cable the problem persists, please I need your help!

Hi, first try: replace 3pcs 470uf - 35volts capacitors.
