Luxman r-115 tuner issues

Hello 
I recently purchased a Luxman R-115 receiver and for the most part it functions well and sounds good; however there are some issues with the tuner that are somewhat annoying to me! It doesn't tune in below 88 megahertz on the dial and the signal strength bar is rather jittery... it jumps up and down. I also noticed that an led on the tuner board is out. I'd really appreciate any input on these issues if possible!
