Vinosphère VN18 wine fridge PCB "PCB90829F1" output voltage drops

Good afternoon everyone,

I am fixing a Vinosphère VN18 wine fridge. Currently, the machine doesn't turn on—neither the light inside the fridge, nor the screen unit in the door, nor the fans. After breaking down the whole thing, I spotted a slight noise coming from the main PCB (PCB90829F1). I checked the components (capacitors, resistors, diodes, and the fuse), but they all seemed fine, so I tested the output voltages of a pin normally at 12V, but they were actually at 10.5V (with all pins disconnected) and dropped to 7.5V when I connected only the two 12V 0.16A fans. Thus, I am wondering if this could be a problem with the inductor (JBC-983-EEL-19), which makes the noise I spotted earlier, or if this is due to something completely different.

1. Primary IC power supply capacitor (10-100µF/50V) ESR goes to high value.
2  Standby resistor from 320V to primary IC goes to higher value, I don't know which IC is inside but 120kΩ-1MΩ 1-2W .
3. Primary IC fault (optocoupler (FB) pin fault)
