System powers up and everything is plugged in correctly but the tuner does not power up.
Can anyone offer any advice or suggestions?

Hi!
Be sure to measure the middle two contacts on the amplifier's ribbon cable connector (to TUNER). You need to measure + 12V here. So you found the GND contact. After the 12V contact (from GND), there is the 5V contact (GND, 12V, 5V). From GND in the other direction, the first contact must be 2V AC. If they are correct, the amplifier (DC-X99Z) is good.
