I have the same issue with low intensity with a Kenwood CS-5130 that i just bought.
The brightness controls work fine for both the trace and the readout, but everything has low intensity.
The V/div is correct. The readout delta-v shows a too small value, like 185mV for a 200mV square signal.
I will start to look into that today, but I couldn't find the schematics or service manual anywhere.
Hopefully the schematic of the CS-5135 that I found on Elektrotanya will be of use....

There are several possible causes for this error.
- Does it have some effect if turning the BRIGHT knob?
- Is there any change in the V/div sensitivity (presence of +12kV)?
In most case, the biasing circuit of the tube may be responsible.
