Epson S31 projector smps regulation

Hi I have Epson projector s31 model.
Standby voltage on motherboard is 12volts. On releasing standby the voltage on the pin rises to 17volts and the projector starts. My confusion is how can the same point maintain two different voltage levels. How can smps regulate two voltage level on same pin? Thanks
