Panasonic NV-RX2EG VHS camera error F02

Error code F02  Locked Supply Reel. I opened the camera, unfortunately I don't know where to look for the error, how to proceed?
 I have a service manual -schema panasonic_nv-rx2eg.pdf.  Ther isn't dl-mechanism.
