Rockola 481 jukebox blows fuse

I have a rockola 481 that blows fuse 102 on the rectifier board. I have checked all components and there are no shorts on this board. I have it unplugged from every other board in the jukebox. I have checked the voltage coming in from the transformer it is 25 volts, which is what it is suppose to be, my question could it be the transformer?
