I have lost both Upper vertical trace position on both channels I can move both traces below centre grid but not above any ideals and does anyone have a Service manual PDF for this scope ...
The fault is in the vertical amplifier. A service trick is to short the collectors of the final stage, and check if the trace jumps to the centre. Then go to the previous stage. If you can find the stage where there is no change (i.e. the trace remains off centre), one transistor in the next stage is at fault.

It is safe to short the collectors of the listed transistors with a piece of insulated wire (carefully!).

Does this fit? Good luck with the repair.
