1mc-2511-0069 Led driver power supply issue

Hello, 
I have led ligth with driver:
" 1mc-2511-0069 " 

In the input it have a transformator
that transformate 230v to driver input, 
its gave me 0.7v, the led ligth not working, 
Im sure that the problem is in the transformator, but cant find the detals of it, 
its get 230v input, but what is the output?
