My charger shows only 9.7 v DC on out put without conecting it to the battery. When i conect it to the battery, ampere meter shows 0 amp. There is a small circuit board inside which contains two transistors S8050 D 12 one did two condenses and 6 resistance. From transformer it comes 14.3 v AC and from did bridge it gives 11.74 DC. There is a shortly did on + wire shows 11.74 DC but on the other side 9.7 v DC. One white wire goes to the circuit board which I think controls the did out put. No wines of any burned component. One transistor shows 9.8v, 10.4v, and 11.74v on its legs and the other 5.3v, 4.7v, and 10.4 v. Will be glad if some one can guide me how I can get between 13-14 DC on output and impede meter shows some charging current

u should check better the bridge rectifier, from a voltage of 14,3 Volts AC u must have a higher DC voltage not lower.
Verify also the capacitor on DC side for the ripple if is ok (discarge, desolder and verify it's capacity).

There is no any puffer capacitor after the bridge rectifier. I have repaired one of the Einhell AFEN-10 accu charger a few months ago & I measured 14,7 Vac on the transformer secunder windings (at 238 Vac mains voltage).
If you wanna measure the waved DC Voltage correctly after the bridge rectifier, you should have to use true RMS voltmeter, or a soft-iron voltmeter, (not a simple multimeter, or a Deprez system analogue instrument).
By the repairing I had to change both the transistors & the ammeter (this latter because of its extremely poor quality).
