I have hitachi tv HITACHI CHASSIS MCL-437F, it fuction but all section of circuit get live voltage, when you touch ground or av output will vibrate you. What is the problems?

Check power supply near the transformers, there is a high voltage capacitor between live and secondary side. Replace it.
