Inno-hit ih32916t tv won't turn on, blue led flashes

Hi, I'm looking for your support regarding an inno-hit television model ih32916t.  The TV doesn't turn on, the blue LED flashes continuously, the voltages at the power supply output are there, I don't know if they're exactly correct because I don't have the diagram.  I ask for your help, is this a typical problem for this model?  What do you recommend I check or possibly replace?  Thanks to the availability.
