MIDLAND 13-882C won't power on.

I have a Midland 13-882c CB that I got from someone it's kind of old looking but everything is intact and it's in decent condition however as soon as I go to plug it in it like shorts stuff out blows fuse and I took it apart and I put power to the positive and the ground to the negative and it it arcs and then it blows the fuse what would this be? Thank you
