Palomar TX75 delay on keying

I have a Palomar TX 75 linear amplifier.that’s works, but when you key up it will not kick in until you modulate, then it works as designed. This is with 2watt dead key on AM. With preamp on, or off. SSB off. Any idea what maybe the problem? Thanks in advance
