Panasonic plasma TV (MPF6907 power supply) not turn on

I have a Panasonic plasma TV that does not turn on and I check the power supply but I find the components in good condition but the relays are not heard in the standby harness I have 5v but I do not get 15 for the motherboard that may be my board is the MPF6907
