Panasoniv TX-W32D5F not start, red light blinks

I'm a Ugandan technician.
I have a problem of a Panasonic CRT TV model TX-W32D5F.
When I press the power button, it switches on and goes off immediately then the red light blinks continuously.
What could be the problem?
Someone help me.
