Sanyo VM-EX280P camcorder won’t turn

Hi there , Sanyo cam corder VM EX 280 P. Charger plugged into main. Charger lights up  lead from charger to camera plugged in camera won’t turn. Is there a reset button on this cam corder? or is it a faulty switch?
