If the protection mode doesn't kick in (red/green/orange led flashing in a sequence) then I'm almost certain that the panel is the faulty part. I could be wrong but it's been my experience when in working on a TV with the same symptoms. First check to see if the tcon is receiving any power on the lvds connector pins or on the fuse located on the tcon board. I'm sure this tv has the tcon built on the same board as the panel.
