SONY TA-5650 power supply board issue

TA-5650 POWER SUPPLY BOARD. At the same time, there is a place on the printed circuit board for the missing Q409 transistor, and since. Q409 is missing then R413 and R410 are not connected i.e. There is no circuit but there are resistors. Capacity is understandable. But with resistors, their connection and capacitance on this connection is not clear. Question how to be? Leave it as it is ?, because the base and emitter of Q402 and Q403 are connected, it is possible that the board will give out the specified 20 and 97v. There are no schematics for my version of the board.
