Toshiba TV 42XV540U with PE0580A Power Supply Board issue

Hello all,
My Toshiba 42XV540U TV has lost ability to power up by Remote and/or by Power Button.
No indications of any power on LED's or video or audio.
After back panel removed did confirm 120 V AC applied to the Power Supply PE0580A and that fuses are intact and usable, Multi-meter verified.
I have not been able to locate schematic to the voltages through the Power Supply Board PE0580A.
I am a trained Electronic Technician of 40 years at repairing radars and test equipment using Electrical Schematics and diagrams using Multi-meters, Volt-meters, Oscilloscopes and Analyzers.
I did find this site but cannot load/install/view any documents using the ZEUS document viewer.
Any help locating schematics would be appreciated.
