Uniden 32 inch lcd tv - stand by led light for 2 sec after tv goes off

Hello
i have uniden 32 inc lcd tv.  My problem is, when I push on the button the stand by led light for 2 sec and after the tv goes off.
i was try to find out the reason and find that when I take out the eeprom out all power supply  voltage be okay does  the eeprom is the problem.
And what can I do to solve this?
