Uniden tv 17mb22 board

Hello 
I have lcd  uniden and the problem is when turn on tv the blue stand by led light for 2 sec  and after goes down. All power supply voltage rmain zero 24 3.4 5 volt.until take out the Eeprom  24c64l. What is the reason for this?
