If the multimeter works in Volt and Ohm, then the chip is OK.
Only the 20A and the other mA ranges do not work? If so, check the fuse and all shunt resistors. If a shunt resistor is burnt, either it is browned or you can measure infinite with another multimeter. Also there can be a burnt PCB trace. I have seen once a burned trace under the range selector. You need to disassemble the selector switch and check.
