why epson printer stylus dx9400f fails to power after all repairs and checks?

Halo there,
I would like to know how to make my epson stylus dx9400f printer power on again after it has spent a whole year off while in the store. I have tried all ways of powering it(eg long pressing the power button, holding and then plug it into the mains,...) but still failed!
I have disassembled it and checked all hardware, power supplier unit, fuses, MOSFETs, logic card and films cables are okay but now, when I plug it in mains, I see the flatbed scanner backlight flash once and here the relay "kicking" once, nothing else, the control panel doesn't light at all, not even a single light! I know all four ink cartridges are empty, I refilled the black cartridge and still got no better results. I'm wondering if such "minor" issues as empty ink cartridges can make Epson printers fail to power on! I also realized the onboard CMOS battery is at 1.0Volts now (which I think should be 1.5volts), I'm wondering if it could also be an issue!
What should I do to get this printer power on? (Could the empty ink cartridges be the issue with Epson printers as it's not common with HP printers?)

Hi guy,

The CMOS battery voltage 3V, this battery is defective and needs to be replaced.
If it does not turn on, power supply the source of the problem

Thank you very much sir, let me try change the cmos battery, i will let you know if it work (the power supplier is still okay , reading 41.2V DC output)...
