Are you sure it's a capacitor?
Polyfuse is also produced in such a case.
What do you measure on the two terminals?

I believe you are right. It should be a polyfuse and not a capacitor.
I think if tested lead to lead, it should have continuity then. For a while, I was wondering if this should be replaced.
