Too little informations
First: DCB115= Dewalt charger, none of our members know from model number what you want to repair.
What is the normal operation without battery ? When you attached to 230V the yellow lamp lights up? Or why say not heat up ?
P.S.In 80% of fault is not in charger, fault is in battery pack.
If battery pack voltage<13.5V some charger not charge it.
